2/ From that highly theoretical vantage point, cost management would invariably end up being one of the lowest priorities in terms of budget allocation. Everybody wanted to talk about it but nobody wanted to spend money to do it better (or at all).

3/ In some cases, highly respectable (and very well known) orgs didn’t do any sort of TCO analysis, cost management or ROI calculation for any cloud project they had. It was either too hard, feared to become a reason to stall the project, or considered secondary.
